Middlesbrough Council is to consider its options following the decision of Redcar & Cleveland Borough Council to delete its section of the proposed east Middlesbrough Bypass from its future plans.
Mayor Ray Mallon said: “We have had high level talks with representatives from Redcar & Cleveland Borough Council who have explained their reasoning in detail. I fully understand where they are coming from and why they have reached this decision. However, I have also explained to them that Middlesbrough is in a different position and I intend to review all of the options for moving forward.
“Part of the solution will definitely involve working closely with Redcar & Cleveland to identify a whole series of initiatives to help tackle the traffic problems which we all know exist.
“One thing I will personally continue doing, is talking to people who live in the parts of Middlesbrough which are worst affected. I am establishing a consultation forum including local residents and community council representatives to express views on the existing options and bring forward new ideas.
“I am convinced that working in partnership will give us the best chance of cracking the problem.”

Council verdict on bypass proposal

• REDCAR & Cleveland Borough Council is to formally end years of speculation over the possibility of an East Middlesbrough bypass by deleting the proposal from its future plans.
The Council’s Cabinet Chairman Councillor Eric Empson, will preside over the debate at the Cabinet meeting tonight (Tuesday, November 1).
The decision is based on the latest evidence in a consultants' report, commissioned by the Council, jointly with Middlesbrough Council, to study a new road scheme between the A171 Swans Corner roundabout and the A174 Parkway.
The study highlights ‘fundamental’ objections from key stakeholders, the National Trust, the Highways Agency and Network Rail. The study also indicates that the new road would have little if any benefits to traffic congestion north of the Parkway.
The scheme would involve the acquisition of a large section of National Trust Land within Ormesby Hall Grounds. The National Trust has said that it would not release any of its land at Ormesby Hall. The Highways Agency has ‘serious concerns’ about any form of junction with the Parkway and Network Rail is opposed to the closure of the Esk Valley Railway to allow a new bridge construction.
The report also warns that the scheme does not fit funding criteria from Government Office North East, who believe the proposed new road would bring ‘no policy benefits.’
The Cabinet is being recommended to "rescind all proposals for the construction of a transport route in the East Middlesbrough Transport Corridor" and to omit the East Middlesbrough Transport Corridor from the list of safeguarded routes in the emerging Redcar & Cleveland Local Development Framework.
However in recognition that alternatives need to be explored, the Cabinet is set to agree to further feasibility work to be carried out at Swan’s Corner roundabout and to explore a possible Park and Ride scheme in the vicinity of Nunthorpe.

WHAT COULD HAPPEN? =
In the real world however, people are not 100% trustworthy or reliable.
For example, let's say I now live next door to you, I decide to take photos of you putting rubbish into your bin, quite innocently.
A few minutes with Photoshop, I could have you putting all manner of illegal items into your bin, how about a glass bottle not recycled, a flask of nuclear waste or anything else that you shouldn't.
I send the doctored photograph to councilspydept@whatevercouncil.com and bingo, you'll now be known as a petty criminal forever with a large fine to pay.
Our freedoms are being eroded daily on a national and regional level, the last thing needed is encouragement!

Anti-terrorism laws used to spy on noisy children
Councils are using anti-terrorism laws to spy on residents and tackle barking dogs and noisy children.
An investigation by The Sunday Telegraph found that three quarters of local authorities have used the Regulation of Investigatory Powers Act (RIPA) 2000 over the past year.
The Act gives councils the right to place residents and businesses under surveillance, trace telephone and email accounts and even send staff on undercover missions.

Gordon Brown's eco-towns scheme was embroiled in new controversy last night as a housing charity admitted it had been paid to produce information leaflets setting out the Government's case.
Shelter, one of the few organisations backing the plan to build new towns in the English countryside, said it had been given £100,000 by the Government to publish a series of 13 pamphlets, one for each proposed eco-town site.
Called "Eco-town – the facts", the publications are branded with the Shelter logo and claim to assess the impact the new homes will have in the different areas. Each one begins: "Shelter has written a series of leaflets to help clarify the facts."
But each 20-page leaflet focuses largely on the need for more affordable housing, with only one paragraph addressing such concerns as traffic levels, flood risks and pressure on public serices.

Gordon Brown has been accused of “betraying” voters by abandoning a plan for cash handouts for people struggling with rising energy bills
Ministers had hoped to unveil a scheme next week in which the energy industry would help the poorest households. However following resistance from the major energy companies Downing Street has signalled that the direct payments plan was all but dead.
Trade union leaders and backbench Labour MPs said many ordinary families were at risk of falling into “very, very serious trouble” if the Government failed to come up with a substantial alternative.
Energy industry sources have indicated that next weeks announcement will now consist only of measures to help families install more insulation and energy-efficient light bulbs in their homes. Downing Street said such measures would ultimately lower energy bills and provide long-term financial help to households.
Tony Woodley the joint leader of Unite the country’s biggest trade union, said: “This is no longer about lagging the lofts this is about looking after people who are going to be in very, very serious trouble to heat their homes.”
Calling on Mr Brown to force energy firms to lower their prices Mr Woodley added “We need to legislate to cap these price rises from these greedy utilities so that we help the ordinary family
“If we don’t do that then we would have betrayed our people and we would have betrayed our country.”
